Competitively selected for prestigious Presidential Management Fellowship. Assisted in the transformation of the Securing the Cities (STC) program from a pure grant basis to an acquisition program under the Federal Acquisition Regulation, briefed senior leadership on complex legal and regulatory requirements, and worked across the department to start new acquisition process. Updated STC implementation plan for release to Congress. Advised the Department of Homeland Security’s BioWatch and Chemical Defense programs on intergovernmental State/Local/Tribal/Territorial) agreements. Shaped the BioDetection for the 21st Century (BD-21) concept of operations and wrote stakeholder engagement plan.

Provided legal support on regulatory, chemical security, cybersecurity, infrastructure security, legislative, unmanned aerial vehicle, and supply chain security issues. Selected as the sole attorney on the CISA COVID-Crisis Action Team. Collected, created, and disseminated a daily summary of all 54 state and territory reactions to the COVID-19 pandemic. Reworked the request for information (RFI) process to ensure sensitive information remained protected. Wrote memoranda and briefed senior leadership on legal impact of novel technologies, and the agency’s role in the Defense Production Act process.
Selected by the CISA Chief Counsel to participate in intercomponent investigation of a departmental component, based upon my identification of a potential legal issue.
