The Cuyahoga County Board of Developmental Disabilities (Cuyahoga DD) is seeking a leader to provide overall planning, development, and support of all technology functions for the agency; Manage, evaluate, and direct all activities and functions of the agency’s IT/Records departments; develop strategic and operating goals; select, implement, and maintain applications and hardware to support the Cuyahoga DD’s mission and goals; direct and oversee the Records department and ensure compliance with all regulations regarding consumer records. The nature of work will include, but is not limited to the following

Develop and execute a continuous technical plan of improvement, including short and long-term system developments and other related strategic goals. Encourage interdepartmental coordination and cooperation to improve program efficiency and effectiveness.
Develop/revise technology-related policies and procedures, including those related to HIPAA security, records security, data integrity and security, technical standards, and departmental procedures; ensure such policies and procedures are in place and adhered to. Provide training, as necessary, to all users.
Supervise staff within department, including hiring, training, professional growth, performance management, productivity, quality, customer service, discipline, and termination.
Research, purchase and implement the hardware and software which meet strategic and technological plans. Provide technical support and project management for department and agency objectives.
Supervise and direct network, server, and software administration. Create an environment which provides consistent access to necessary business tools and applications.
Ensure the continued functioning of all mission critical operations, including but not limited to IT network, wireless networks, telephony systems, applications and databases, Gatekeeper (client information system, Oracle (financial system), DoDD systems, etc. Ensure the maintenance of a disaster recovery plan.
Work with vendors for the purchase and maintenance of approved equipment and software and authorize payment for goods and services received.
Prepare and present formal presentations as needed to outside agencies, Cuyahoga DD Board members, Cuyahoga DD Executive Council, and other Cuyahoga DD staff.
Identify, integrate, and analyze data to identify business process changes.
Serve as the Privacy Officer / Custodian of Records will develop, manage, and implement processes to ensure the organizations compliance with applicable federal and state HIPAA regulations and guidelines, particularly regarding the organizations access to and use of protected health information (PHI).
Perform administrative duties, including but not limited to develop and manage department budget, and ensure the delivery of skilled customer service by department staff.
Serve as representative to DoDD Technical Alliance. Participate in other technical forums to provide knowledge/assistance to other Cuyahoga DD departments. Remain current in technical knowledge and resources related to information technology.

PERSONAL CONTACTS Regular contact with Superintendent, Senior Management, and other organizational personnel. Frequent contact with vendors, Ohio Association of County Boards, personnel from other County Boards and DoDD.

SUPERVISORY DUTIES Supervise and direct the Information Systems Manager and the Datacenter Operations Manager.

UNUSUAL WORKING CONDITIONS Occasional travel is required to agency facilities and to meetings throughout Ohio.

Master’s degree in Information Systems, Organizational Development, Computer Science, or a closely related field.
Minimum of five years’ experience with Information Technology functions.
Minimum five years’ experience in supervision and/or in a management role.
Experience managing IT projects with the ability to articulate business needs and develop detailed specifications/project plans.
Valid state of Ohio driver's license and continued maintenance of an excellent driving record.
Experience working with records management and HIPAA data retention, as well as experience with enterprise content management software, preferably OnBase.
